Digital Civil Service: second NRRP Notice for Entities
The Digital Civil Service, a measure of the National Recovery and Resilience Plan carried out in collaboration between the Department for Digital Transformation and the Department for Youth Policy and the Universal Civil Service, is one of the key measures for the development of digital skills. The current notice for the Bodies of the Universal Civil Service includes 5,000 young volunteers who follow the 2,000 already operational following the first notice of 2022. The measure aims to help overcome the current digital skills gap, in line with what is outlined in the National Digital Skills Strategy, and to have a positive impact on communities, including through integration with other actions under the Strategy itself.
When submitting the intervention programme in 2023, the bodies were required to indicate the reference territory of the programme on which the maximum number of voluntary operators attributable to them depends:
- 150 voluntary operators in the case of an intervention programme in regional/autonomous provinces or in several provinces or metropolitan cities in the same region;
- 300 voluntary operators in the case of an intervention programme on the interregional territory.
As indicated in the Digital Civil Service Framework Programme, a total of 5,000 voluntary operators are foreseen for this phase. According to the targets set out in the NRRP, by the three-year period 2022-2024 the Digital Civil Service will increase the level of digital skills by 1 million citizens, thanks to the commitment of around 10.000 young volunteers. The start-up date of volunteers is different for each project; it is established, taking into account some variables (terms of selection procedures, compilation and examination of ranking lists, specific needs of the project) and will be published on the website of the Department for Youth Policies and the Universal Civil Service. Participating in the projects of the Digital Civil Service will allow young people to have access to a path of growth and training aimed at improving their knowledge and skills in the digital field. This will result in the possibility of living a fundamental experience to help other citizens to be autonomous from the use of the Internet and public and private digital services.
